Yes. Losing signal in ordinary rain means the system has too little margin. Re-peaking the dish on a meter and replacing a tired LNB usually fixes it permanently.
Rarely. Most no-signal faults are solved with alignment, an LNB swap or new connectors. A new dish is only needed if the dish is bent, corroded or blocked from the satellite.
